I don't even think Rodrigo uses fear. He just uses this this is what im gonna do, your call on what you want. And I suppose Filipinos are sick of clean cut saint looking officials that are demons inside. He was a breath of fresh air. Plus it helps that he was Mayor of one of the safest city in the world.
